It's even less plausible he would have won earlier than that; also if he had ever won it he'd have mentioned it in his CV, but he doesn't.
The Google search النشائى +جائزة الدولة التقديرية (El Naschie + State Award) shows that the misconception of the Great Man having won the State Award is widespread.
