Cairo University publication point system

A Jordanian math professor wrote to me about gaming and misuse of ratings systems like journal impact factor. In one case, work published in Chaos, Solitons and Fractals (CSF) was weighted over work published in Communications in Algebra (CA) by the ratio of their impact factors, which was 5 or 6 at the time and is even higher now. The CSF impact factor was rigged, of course, like that of Ji-Huan He's International Journal of Nonlinear Sciences and Numerical Simulation. This resulted in quick promotion for the CSF author and passing over of the unfortunate CA author -- my correspondent. Clearly the reciprocal weight should have been used.


Some universities have their own point systems, taking impact factor and other things into account. This PDF is a point system used by Cairo University. The maximum rating is 10, e.g., for Science. CSF, a journal full of gibberish, nonsense squiggles and doodles, gets 5 points. In fact, every journal gets at least 5 points so I don't know why a 10-point scale was used.

It would be nice if Arabic readers had any comments about this document. For example, why are CSF and one other journal mentioned specially before the table of rankings?
